I believe it's a linear scale, but it's unbounded, so you can't really calculate a percentage increase.

I would try using a different phone. That is not normal.
I know that Huawei devices have defective Bluetooth chips and are listed by Interaxon as not supported. If your device is another cheap chinese brand, it's possible it might have a similar issue.

No. The only way to do that would be to pick some super low speed that could be handled by all devices and that'd be doing a great disservice to anyone with a decent device.

Then your iPhone has a more powerful processor than your Android device. Each time the spectrogram is calculated, it adds one pixel high line to the graph. Use a two finger touch to set the min and max for the spectrogram range. You can also type in specific numbers in the settings if you want it to be exact.

There's been no changes to the spectrogram for many years. The FFT range will change depending on how you're wearing the band and how much noise there is in the signal.
